Aviation Control Division
The Aviation Control Division is charged with responsibility for control and licensing vis a vis aviation operators (the aviation carriers, general aviation and sports-related aviation) and the Israeli Warranty Institutes. The Division is also responsible for carrying out examinations of foreign aircraft arriving in Israel, the examination of foreign warranty institutes and for the review of stations at destinations to which the Israel Aviation Operators are flying.

THE MAIN ISSUES IN MANAGEMENT OF THE DIVISION:

The Aviation Carriers Department

* Management of the system of aviation licensing of commercial aviation operators operating
large aircraft including the issue of operators licenses (AOC).

* Management of the system of licensing of the warranty institutes for large aircraft, continuous
air-worthiness licensing and the issue of air-worthiness certificates (COA) for such aircraft.

* Supervision of the aviation operators and the warranty institutes, of large aircraft and
management of the enforcement procedures in respect of them.

* Supervision of flight employees working in the framework of the aviation operators and the
warranty institutes.

* Carrying out Ramp Inspections for foreign companies, management of the information
gathered from such inspections and the management of contacts with the foreign Civil
Aviation Authorities in this regard.

* Handling of applications for special flight approvals.

* Approval of simulators for the Aviation Operators.

* Initiating and bringing about changes in legislation, in regulations and in procedures in the
relevant professional fields.

* Playing a leading role in systematic staff work in the professional sphere.

* Support of the procedures of the licensing of flight employees administered by the Licensing
Division.

* Management of the professional contact with the air force on subjects that are relevant to
the department's sphere of responsibility.

General and Sports-Related Aviation Department

* Management of the aviation licensing system of the aviation operators of aircraft associated
with general and sports-related aviation including the issue of operators licenses (AOC).

* Management of the system of licensing of warranty institutes for aircraft associated with
general and sports related aviation, continuous air worthiness licensing and the issue of air
worthiness certificates (COA) for these aircraft.

* Supervision of the aviation operators and warranty institutes in this field and management of
the enforcement procedures with respect to them.

* Supervision of flight employees working within the framework of the aviation operators and
the warranty institutes.

* Initiating and playing a leading role in changes in legislation, in regulations and in procedures in
the relevant professional fields.

* Playing a leading role in systematic staff work in the professional sphere.

* Support of the procedures for the licensing of flight employees by the Licensing Department.

* Management of the professional connection with the air force on subjects that are relevant to
the department's sphere of responsibility.

Aircraft Registration Unit

* Managing the registration of Israeli aircraft in accordance with the ICAO directives and the
Aviation Regulations.

* Issue, updating and cancellation of registration certificates.
