Air Navigation Communications Projects Manager
Responsible of the Spanish Air Navigation (Aena) Ground/Ground Communications Department (COMTT) composed of 23 people.
Major activities are Specifying system requirements to be fulfilled by the new G/G communications systems in Spain, launching Call For Tenders to the Industry, Evaluating received Offers and Managing the projects until its final acceptance. Areas of responsibility are:
- Underlying networks supporting ATC data communications: datalink (CPDLC, ADS-C, ADS-B), radar, OLDI, EGNOS, Galileo, CFMU, EAD, PENS, Voice over IP (VoIP), Voice Communications Systems (VCSs), Flight Plan Data Processors (FPDPs), ATIS, VOLMET, communications protocols (IPv4, IPv6, X.25, FR, ATM),
- Aeronautical Messaging Networks (AFTN/CIDIN/AMHS).
- Communications Transmission means: microwaves and optical fibre rings.
o Active participation in International Working Groups (activities and documents generated completely in English) for the specification, development and edition of the requirements of new Communications Systems within the Aeronautical framework (ICAO, Eurocontrol, ...):
- ICAO ATNP Panel (Aeronautical Telecommunication Network Panel), currently called WGN of the Aeronautical Communications Panel (ACP), developing the specifications of the new Air/Ground and Ground/Ground applications to be used by ATC services.
- SPACE Project, funded by the European Commission (TEN-T Project) for a study about critical aspects for the development of the AMHS (Aeronautical Message Handling System) in Europe. Organisations participating in this project were: Aena (Spain), DFS (Germany), Eurocontrol, NATS (UK) and STNA (France).
- AFSG (Aeronautical Fixed Services Group), ICAO working group for the implementation of Aeronautical Fixed Services (AFS) in Europe.
- AEFMP (Algeria, Spain, France, Morocco and Portugal), performing the technical and operational coordination between the five countries for the homogeneous and harmonised development of their respective Air Navigation Systems, generating their own Regional Convergence and Implementation Plan (RCIP) aligned with the Eurocontrol directives (ECIP). Currently I am the chairman of one the official working subgroups: AEFMP Technical Subgroup.

ICAO Panels Spanish representant and active participation for many years in ICAO ATNP Panel (Aeronautical Telecommunication Network Panel), currently called ACP (Aeronautical Coomunications Panel), developing the specifications of the new Air/Ground and Ground/Ground applications to be used by ATC services. I have been closely involved in the edition of ICAO Docs 9705 and 9880 and associated guidance material mainly regarding AMHS standards (X.400 and X.500).

Acceptance Testing I have performed the validation activities developed in Spain with an AMHS prototype for the validation of the ATN/AMHS SARPs specified by ICAO (version 1.0z). The results of this activity were presented in an ATN Panel (Phuket, March 1997). I have also performed tests for the validation of Spanish AFTN/CIDIN/AMHS system since 1994.
Eurocontrol - EATMP Communications Gateway For the European ATM Programme Communications Gateway (ECG) concept, responsible of the project Support for the development and the system and acceptance testing of a ECG Software Tool (TRS 045/01) to support Eurocontrol management activities in the area of ECG software package development and to support Eurocontrol establishing and maintaining mutual understanding and co-operation with the different groups involved in the ECG development Industry contractors and standardisation groups. Detailed knowledge of X.400 protocols and AMHS SARPs for communication between ground ATC centres.
Eurocontrol INSTILUX (CNS/ATM Training Centre) Developing and delivering in English since 2006 the COM-AMHS (Communications - Aeronautical Message Handling systems) course to European Air Navigation Service Providers technical and operational staff at Instilux premises (Luxembourg).
Contributions to the COM-DATA and COM-DATALINK courses.
PENS Project Involved and leading the PENS project for the development of a IP-based Pan-European Network supporting the following services: CFMU, EAD and ANSPs Backbone (AMHS, surveillance and FMTP).
CNS/ATM Training Development in Spanish and English and delivering of several CNS/ATM courses in the ANSPs and industry framework: Air Navigation CNS/ATM systems, Air Navigation Communications Systems (basic and advanced), Ground/Ground Communications systems and AMHS (ATS-Message Hanling System) systems.
