Constructive dialogue on the establishment

More than 60 participants joined a FABEC Consultation and Information meeting which took place on 11th May in Brussels. The purpose of this meeting was to inform stakeholders especially staff representatives and airspace users on the ongoing establishment of FABEC. According to the European legislation, States have to provide by 24th June a set of comprehensive documents such as a Treaty or a common airspace policy. Additionally, a cost-benefit analysis has to prove the overall-added value of establishing FABEC.
Patrick Gandil, Chairman of the provisional FABEC Council, underlined that first visible results are promising. Although the financial gain for the airlines will be substantial lower than expected four years ago mainly due to lower traffic volumes , the overall added value of creating FABEC is confirmed and proven.

Daniel Weder, Chairman of the ANSP Strategic Board, stressed on behalf of his colleagues that FABEC is aiming for a transparent and professional process. The ANSPs have therefore decided to consider only those projects in their cost-benefit analysis which are mature enough for financial calculation. In consequence several ongoing projects which were part of the Feasibility Study Report were excluded from this new cost-benefit-analysis. The overall Net Present Value until 2025 amounts to 732 M€. The real benefit for the users, however, is much higher. Weder explained that the current planning of FABEC ANSPs foresees a financial contribution of almost half a billion Euro until 2014. This amount is based on the reduction of unit rates as foreseen in the national performance plans as well as on less income due to decreasing traffic - an effect which has to be covered under the new regulation by the ANSPs mainly.

The airspace of the six FABEC States of Belgium, France, Germany, Luxembourg, the Netherlands and Switzerland is one of the busiest and most complex in the world. Most of the major European airports and major civil airways and military training areas are located in this area. FABEC airspace has the dimensions of 1.7 million km, about 5.5 million flights per year 55 percent of all European air traffic. 17,700 people work for air navigation service providers of FABEC.
