Leaders back new plans to tackle emissions and delays in ATM

- Brussels, Belgium.
European industry leaders and policymakers are backing air traffic management (ATM) modernisation, a safety and security critical infrastructure for Europe, as a fast and effective solution to cutting aviation emissions and tackling growing congestion in Europe's skies. The SESAR Joint Undertaking (SESAR JU) Annual Conference, taking place today at Brussels Airport, brings together over 550 stakeholders to discuss how the rapid implementation of ATM innovations can deliver tangible benefits—reducing delays and improving sustainability while boosting Europe's competitiveness.

The recent entry into force of the EU's SES2+ legislation, along with new reports from EASA and industry, have reinforced the case for accelerating ATM transformation. Modernising ATM could reduce aviation's carbon footprint and help alleviate air traffic congestion. The SESAR JU, which is leading Europe's ATM modernisation, is now implementing the recently adopted European ATM Master Plan—Europe's strategic roadmap for ATM innovation.

ATM modernisation is gaining renewed political momentum, with its objectives closely aligned with the priorities of the new European Commission. From strengthening Europe's security and sustainability to enhancing competitiveness and harnessing partnerships, these priorities are reflected in the European ATM Master Plan. This alignment reinforces the need for sustained investment in ATM research and deployment to deliver a greener, more efficient, and resilient airspace.

With this in mind, today's conference—held under the patronage of the Polish EU Presidency— will hear how the SESAR community is now moving forward with the implementation of the Plan. This includes the recent launch of new research calls worth EUR 254 million to drive the next wave of ATM innovation and advance critical technologies. More than 40 SESAR projects will showcase innovations already in the pipeline during the conference.

The industry's mobilisation to transform ATM will be further reinforced at today's event, with additional partners committing to implement a new service delivery model for ATM in Europe that will allow more rapid upgrades to ATM systems taking advantage of data-driven and cloud-based technologies.

ATM modernisation holds significant value for the economy and society at large. A more efficient and reliable air transport system will enhance connectivity and boost economic growth and development across the continent. It is estimated that every euro invested in deploying SESAR solutions will generate a return on investment of EUR 17 by 2050. Factoring in broader socioeconomic benefits, this figure rises to an impressive EUR 53 per euro invested by 2050.
These modernisation efforts will also play a key role in the sector's green transition, with up to 400 million tonnes of CO2 emissions saved by 2050 - equivalent to nearly three years of Europe's total aviation emissions, while also mitigating non-CO2 and noise impacts. The conference will hear how a smarter and more resilient ATM system will support Europe's ability to respond to growing security threats such as cyber-attacks.

Andreas Boschen, Executive Director of SESAR JU, said: "We have a plan and we're delivering it—transforming Europe's skies with cutting-edge technology. SESAR is where ATM modernisation is happening through EU-level collaboration. We now need to mobilise the necessary investments and create an enabling regulatory framework to make Europe the most efficient and environmentally friendly sky to fly in the world."

Apostolos Tzitzikostas, European Commissioner for Sustainable Transport and Tourism, said: "I am fully committed to driving innovation and integrating cutting-edge technologies in the transport sector, particularly in air navigation and air traffic management. SESAR technologies are essential not only for making aviation more sustainable and managing traffic growth but also for strengthening Europe's hi-tech industries, enabling them to develop world-leading systems for global markets."

Dariusz Klimczak, Minister of Infrastructure of the Republic of Poland, added: "Air traffic management is strategic for Europe's economy and security. The Polish EU Presidency welcomes all commitments to implement the European ATM Master Plan, and we stand behind SESAR's efforts to modernise our skies. These initiatives are critical for enhancing Europe's competitiveness as well as ensuring that our airspace is the safest in the world and meets the demands of the future. By embracing advanced technologies and fostering innovation, we are paving the way for a more connected, secure, and environmentally responsible aviation sector."
